Starting a construction project is exciting, but let’s face it—it can also come with its fair share of surprises. Navigating changes such as unexpected equipment availability issues or discovering more lights that need replacing shouldn’t leave you feeling uncertain or stuck. That’s why we’ve revamped our change order process to make things clearer, faster, and more flexible for you.
What is a change order?
A change order is a formal document introduced to modify the original project plan submitted by the property owner or project contractor. It outlines proposed changes to the scope of work, schedule, or equipment and requires approval from all relevant parties before the change is implemented.
Why do these changes matter?

In the Multifamily Energy Savings program, we’re committed to delivering a seamless experience for our customers and contractors. By offering more flexibility, transparency, and user-friendly tools, we’re ensuring you can focus on what matters most: making energy-efficient upgrades that benefit your properties, residents and the environment.
Changes to the approved scope of work may affect the final incentive amount, the project timeline or both. A streamlined and transparent change order process helps to ensure all parties understand these impacts and can make informed decisions. By keeping the process clear and efficient, we help you stay on track and maximize the benefits of your energy-saving projects.
What’s new?
1. More time, less pressure
We understand that reviewing site conditions and updating project scopes takes time. Now, if you’re requesting additional incentives in your change order, you can submit your change order up to 10 days prior to the construction end date rather than the previous requirement of 30 days prior. This gives you breathing room to ensure your updates are accurate and complete. If you’re not requesting additional incentives, you can submit your change order any time before the project is completed.
2. Enhanced transparency and simplicity
Clarity and ease are at the heart of this update. Moving forward, every Property Assessment Report, Incentive Acceptance Form and Project Approval Letter will include an Excel file with detailed tables outlining the approved equipment and incentives for each upgrade in your project.
